Lighting is one of those all-important decisions that need to be considered early on in the design phase.  A lot of the construction will be determined by those choices. That being said, some backlighting can be achieved as simply as adding an outlet and a wall switch.  Rope lighting for example can be placed under a toekick in a kitchen or bathroom, as well as on top of cabinets, and under cabinets to illuminate your countertop workspace.  Simply plug it into the wall outlet and flip the switch. To add an outlet and wall switch is pretty elementary electrical DIY stuff (just be sure to have a licensed electrician either do it, or come and check out the DIY work).
